    Email kick-back from legislator referring me to webform

      The Advocacy system prefers webforms, so we always try to locate/use a target's webform first.  If we're unable to locate one, or a problem is encountered (ie. the target's site is down), then our system reverts to trying an email address.  That email address may have an auto-responder set up (by the target), indicating that the webform should be used (though, as mentioned, their webform could simply be down).
