      About Webforms

       Most federal lawmakers use website submission forms, known as webforms, for soliciting constituent contact, in lieu of publishing public e-mail addresses.  One of the purposes of webforms is to control the quantity of messages legislators receive. Unfortunately, there is no single standard for webforms -- every member of Congress can collect completely different sets of data in completely different ways.  Salsa automatically handles webforms at the federal level by scripting dynamic interaction between your organization's action page and the targeted lawmaker's form.

      Target Type: U.S. Senate

       Content associated with this target will be delivered to the writer's U.S. Senators, to whom the writer is matched based on the address s/he enters.  This target type does not allow writers to send (either by their own choice or by the targeting setup of the campaign) messages to legislators other than their own.

      The "State or Details" options for U.S. Senate are to select one or more specific legislators to whom messages will be targeted.  If none are specifically selected, every member of the U.S. Senate will be a potential target.  If specific members are selected, however, those members will still receive only messages from their own constituents.

      Target Type: U.S. House

      Content associated with this target will be delivered to the supporter's U.S. House Representative, to whom the writer is matched based on the address s/he enters.  This target type does not allow writers to send (either by their own choice or by the targeting setup of the campaign) messages to legislators other than their own.

      The "State or Details" options for U.S. House are to select one or more specific legislators to whom messages will be targeted.  If none is specifically selected, every member of the U.S. House will be a potential target.  If specific members are selected, however, those members will still receive messages only from their own constituents.

      Target Type: U.S. President

      Content associated with this target will be delivered to the President of the United States, as well as the Vice President, for any supporter. Messages go to the White House, at large, via a shared webform (thus, though it's called 'U.S. President', it also sends to the Vice President).  There are no "State or Details" options associated with the U.S. President target type. 

      Target Type: State Senate Chambers

      Content associated with this target will be delivered to the writer's State Senator(s), to whom the writer is matched based on the address s/he enters.  This target type does not allow writers to send (either by their own choice or by the targeting setup of the campaign) messages to legislators other than their own. 

      The "State or Details" options for State Senate are to select a specific state, and one or more specific legislators within that state to whom messages will be targeted.  If none is specifically selected, every state Senator of every state legislature will be a potential target.  In almost all cases, you will want to use a Restriction (see below) to restrict actions to the specific state whose legislature is being targeted.  If specific legislators are selected, those legislators will still receive only messages from their own constituents.

      Target Type: State House Chambers

      Content associated with this target will be delivered to the writer's State House representative(s), to whom the supporter is matched based on the address s/he enters.  This target type does not allow supporters to send (either by their own choice or by the targeting setup of the campaign) messages to legislators other than their own.

      The "State or Details" options for State House are to select a specific state, and one or more specific legislators within that state to whom messages will be targeted.  If none is specifically selected, every state House member of every state legislature will be a potential target.  In almost all cases, you will want to restrict an action to the specific state whose legislature is being targeted. If specific legislators are selected, those legislators will still receive only messages from their own constituents.

      Note: Nebraska has a unicameral legislature. Members of that body are targeted using the State Senate Chamber option, not the State House option.

      Target Type: Governors

      Content associated with this target will be delivered to the supporter's state Governor, to whom the writer is matched based on the address s/he enters.  This target type does not allow supporters to send (either by their own choice or by the targeting setup of the campaign) messages to Governors other than their own; this will also prevent supporters entering non-U.S. addresses from taking the action unless alternate content and targeting choices have been configured for them.

      The "State or Details" options for State Senate are to select a specific state and then the specific Governor. If  the "state or details" choice is not specifically selected, every governor will be a potential target of the action -- a plausible choice in only very rare cases.

      Target Type: Local

      Local data is only available in conjunction with the newest version of the advocacy package, most often referred to as Actions 3, and it is not a standard package, so you'll need to request this specific targeting package through your account manager.

      This target type does not allow writers to send (either by their own choice or by the targeting setup of the campaign) messages to legislators other than their own.

      Data will be updated on a quarterly basis for local legislatures of most major cities as well as many smaller cities. After the package is added to your account, your action targeting menu will include Local County and Local Municipal contacts.

      Target Type: Custom Recipients

      Although Salsa automatically accesses a considerable data warehouse of elected officials and media representatives, anyone can be the target of an action if you can procure a valid e-mail address or a fax number.  You might use custom recipients to address e-advocacy actions to bureaucrats in a decision-making position, corporate offices, elected officials not in our warehouse, or others.

      Select "Custom Recipients" to have the action send to one of the custom targets you've created in Salsa. You can also click "Manage Custom Recipients" on this page to navigate to that section if you haven't yet set up the target you intend to use.

      You must select among the list of custom recipients you have created in Salsa. Highlight the names of each custom recipient in the “State or Details” pull-down. If you choose multiple recipients, the message will go to every selection who is eligible subject to any region (state) or postal code (zip code) restrictions set for that custom recipient. These restrictions are set in Step 3 of the “create recipients” work-flow.

      Target Type: Custom Recipient Groups

      Select "Custom Recipient Groups" to have the action send to one of the custom target collections you've created in the system (you can click "Manage Custom Recipients" on this page to navigate to that section if you haven't yet set up the recipient group you intend to target). You might use custom recipient groups to address e-advocacy actions to committees of bureaucrats in a decision-making position, multiple corporate targets simultaneously, city council members or other elected bodies not in our warehouse, or others.

      You must select among the list of custom recipient groups you have created in Salsa. Highlight the names of each custom recipient group in the “State or Details” pull-down. If you choose multiple recipient groups, the message will go to every selected group who is eligible given the recipient's own region (state) and postal code (zip code) restrictions. These restrictions are set in Step 3 of the “create recipient groups” work-flow. Be careful with this if you have some custom targets who are members of multiple groups, as such a person would receive multiple copies of message if targeted through multiple groups on the same action page.

      After you have selected your target(s) for the action, and clicked “add targets” after each selection, the names of every recipient and/or recipient group will appear in the “target type” column.
